Additional information on this: so far this seems to be specific to Panel, TitleWindow, and Alert. Also, it's only certain CSS properties. So far, I've found the backgroundColor, borderColor, and borderAlpha properties to be affected by this bug.
Also, ignore the bit about the "third RSL" - that's a red herring. Thanks for any suggestions you might have.
