Caveat: This may or may not work.

Go to 
http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04.html

Click Edit Locations... then Add Location... Click the Browse for folder... 
button then select your bin-debug directory. Try again.

This has worked for me in the past.
