Don't get mixed up between the runtimes.
Flex applications running in the Flash Player (i.e. on a web page) can only select a file. Flex applications running in AIR can access the file system directly. AIR offers a superset of the Flash Player functionality. You can compile a Flex application using AIR only APIs, but if you try and run it in the Flash Player, you will get errors. Gk.
