Hi Richard, I was doing the same thing last week (re-installing everything) on a new PC, after a hardware crash of my development platform. You are trying on a different OS but as the problem message came from the FB3 plugin installer, I think you have to check it..
I was trying to install a new version of Eclipse (3.5 Galileo, same that you try) and the Flex Builder 3 Pro plugin for Eclipse. The message from the installer was that it needs Eclipse 3.4 (Ganymede) to install - not 3.5 (Galileo). After using the Eclipse 3.4, everything went as supposed.. I hope this of use to you..
