Check out mProjector although I think it only supports AS2 or Zinc which I know 
supports AS3. I have used both and they work ok, they both allow you to embed a 
flash play in the exe as well. I have also used F in Box which is a .net 
library that allows your exes to load swfs. There are also a couple other 
things available out on the net.

If you can get away with using Air, that is it supports every thing you need to 
do, I would suggest to use it. These other things tend to have there own set of 
problems. The biggest thing I have noticed is that Air apps seem to run faster, 
and use less memory than these other projectors.
