over the lifetime of OS X. For many versions, you (often) had to deal with
the NetInfo database - which was poorly documented, had a cryptic GUI and
was (I think) a NeXT hangover. NetInfo is now gone and I think they've put
in a new database for managing local hosts and the functions of "host". Some
people find that editing hosts works for them, others don't. (I don't
remember having a lot of luck.)
A quick google turns up many links, here's a more-or-less modern one that
may be of help.

I haven't tired it out but hope it's of some help.
P.S. When I'm working on a Mac, I usually just type 127.0.0.1 and have done
with it.
