There is more that you can do though.

As well as percentages you can do something similar to msn and add and hide
controls as you resize the window. Note that some things don't really go too
well with percentage heights. Such as text boxes. You could attach an event
listener to the resize event. Due to the recient small factor notebooks it
is also good to support really small resolutions such as 640 x 480 with some
taken from that for the address bar the status bar and maybe a sidebar.

It really depends on your clients. Most of my flex applications only get
used in our corperate network and basically everyone has a resolution of in
excess of 1024 x 768 which is good for me.

The java trail on layouts is good for a few ideas too.
