[flexcoders] Difference between GLOBAL and APPLICATION in CSS

I am sure there is a document somewhere that will explain the different options 
for CSS and FLEX.  Now if someone can point me to that, I will be a happy 
camper.  But my 1st question is, whats the diff. between the application and 
the global sections...
