I was actually using an absolute layout container, when I first noticed the problem. I'm not planning to file a bug. I'm still new to flex4 skinning. So was probably using it incorrectly.
Any way, since posting my orginal question I found <s:BorderContainer> to be a better candidate in what I want to achieve.
