You might want to alter Abdul's function slightly if you expect more
than one leading zero:
function getDecimalNumber(numStr:String):Number
{
if(numStr.indexOf("0")== 0)
{
return getDecimalNumber(numStr.substr(1));
}
return Number(numStr);
}
