The Framerate depends largely on the clients machine, and how good it is.
You can't force the Flash runtime (aka Flash player) to do 120
framerate (frames per second) on a 486 with 32MB ram...

Someone out there who knows more than me will correct me if I am
wrong, as I am going from the "I think I remeber reading this sometime
ago...."
