That's because they forgot to include some .css.
If I'm not mistaken, xhtml requires that if you set width and/or height to 100% 
on a container, it has to be set on all containers 
surrounding it, all the way up to the 'html' container.

In other words, the following is missing:

html, body {
    width: 100%;
    height: 100%;
    overflow: hidden;
}

Without the above css style, scaling won't work in Firefox, Opera etc..
I've also noticed there's a ";" missing (after the 'hidden' value) in the .html 
files generated by the Flex Builder. That will throw 
certain browsers off.
