As far as I'm aware, the Flash player uses the containing browser to issue http requests, so if your browser caches the images I would expect a flex/flash app to do the same.

I know xml data is certainly cached and I'm pretty certain that's the browser.

A very easy way to find out would be to get the LiveHeaders extension for firefox and try it out.
