That's an endless source of frustration for me. I've spent hours playing with Javascript and various browser events to force true focus on these input fields in situations such as this form as well as our Support login page. My favorite little nuance is there are situations where I can get true focus to work but pressing the tab key doesn't then take you to the next field. Instead it takes you to the address field and you find yourself typing in the second field value as a URL. That's not maddening or anything. ;)
