I've bought templates from them before. It's essentially a zip file with all the raw assets so that you can apply to your own situation (sample HTML code that put all the graphics together, Photoshop files, FLAs,  etc...). As far as I know they don't have anything that would be immediately plug and playable. But if you spend the time you can make your own skins / styles / etc... based on the package. But it'll be great in the future when people start publishing full fledged Flex themes that can be easily applied.
