Actually, I'm not paying attention here. If you have a custom component and were already using a validator, all you need to do is override validationFailed and validationSucceeded (I think those are the method names) and you'll be able to raise your tooltip. Just make sure that that the listener property for the validator points to you (which it should if your component is the source of the binding that triggers validation, otherwise just set it).

The Application-generated.as file is weird, though; the _Application_watcherSetup just has 3 dependecy variables, and I can't find who is creating the PropertyWatchers even though the FlexBuilder 1.5 call stack claims it's that function.
