If HTML is required, sure. If not, sure. Depends on the application, the context the application runs in, and what the purpose of the HTML is.
I've yet to create a Flex app that required HTML, but I have created some Flash ones that did. - launched a File Upload HTML dialogue pre-Flash 8 - embedded in a CMS, and talked to JavaScript - embeeded in a CMS and provided audio-chat via Flashcom Every other time, it's an app, and has no need for HTML whatsoever other than writing the object/embed tags.
