Something is wack here... a creationComplete event is non-bubbling.

Can you please file a bug with a simple bugfile showing creationComplete
firing more than once per UIComponent instance?

You're right, it's because of event bubbling and can be solved by 
checking event phase for equality with EventPhase.AT_TARGET constant as 
well.
