No, you can't set the name of a popup window; PopUpManager does that.
Instead, store a reference.

var popup = mx.managers.PopUpManager.createPopUp(

testWindowPopup,
modal, {deferred: true});
if(popups[uniqueID] != null)
{
popups[uniqueID].deletePopUp();

popups[uniqueID] = popup;
debugTxt.text = popup;
}
