I'm sorry if that worked in Alpha, but it's not supposed to.  The data
provider should be populated with data (objects) rather than the
actual controls.  The controls are created by the ButtonBar by looking
at the data.

So, try this instead:

<mx:ButtonBar>
 <mx:dataProvider>
   <mx:Object label="Up" icon="@Embed('images/arrow_up.png')"/>
   <mx:Object label="Down" icon="@Embed('images/arrow_down.png')"/>
   <mx:Object label="Cancel" icon="@Embed('images/cancel.png')"/>
 </mx:dataProvider>
</mx:ButtonBar>
