Thats not a bad idea at all, I see no real reason why we can't look into this to see how feasible it is.
I'm adding this to the wiki ( http://graham.weldon.ath.cx/wiki ) as soon as I finish replying here.

I think that purchased components would need a seperate process, for the secure payment. I'm uncertain as to whether this step can be integrated into the "plugin download" style wizard or not.

Thanks for the suggestion, I'm certainly taking into consideration.
