To deploy Flex 1.5 SWF's you will have to buy a server license that is quite expensive (~$15k per cpu). Flex 2 has a couple options, free SDK (do compiling your self) or FlexBuilder 2 IDE <$1000 (optional Charting and Flex Data Services cost more also).
To connect to AMFPHP with Flex 1.5 you would use the RemoteObject component. Either setting up the endpoint to the gateway (ie: http://localhost/amfphp/gateway.php ) in the flex-config.mxml or the endpoint attribute of the RemoteObject.
