Wonder if that's a bug. While it would seem the empty quote isn't 
necessary, it should work as in the following example:

<Metadata xmlns="http://site.com/Back/DocMetadata";>
  <RPRDocumentHistory>
  <MetadataType>RPRDocumentHistory</MetadataType>
  </RPRDocumentHistory>
</Metadata>;
trace (xml.namespace (), xml.namespace (""));
