First, I doubt they'd go with DTD, as it's not very descriptive.  More
likely they'd use the XML Schema standard (XSD).

Second, it isn't like there's one single schema.  Realize that every
time you add your own components, you're extending the schema.  There
would be an existing schema if you took all the standard components,
but as soon as you subclass one, the schema needs updating.  So I
imagine if it does validate against a schema, it builds it on-the-fly
by parsing all the class files.

Here's something else interesting.  Apparently in Flex 1.0, they did
include a schema.  Again, I would imagine it would only cover the
out-of-box components:
