This is E4X syntax for an XMLList literal, as opposed to an XML literal.

As in one of the examples:

            private var menubarXML:XMLList =

                <>

                    <menuitem label="Menu1">

               </>

What does the empty “<>” mean?  It looks very strange, but is clearly legal.
