Setting myChart.verticalAxis.maximum in AS (in Flex 1.5) works just
fine for me. But have you actually set the verticalAxis as
LinearAxis or CategoryAxis in AS or MXML? Eg.
myChart.verticalAxis = new mx.charts.LinearAxis();
or

<xx:myChart>
 <xx:verticalAxis>
   <mx:LinearAxis maximum="123" />
 </xx:verticalAxis>
</xx:myChart>
