Hi Joel,
Flex would be an excellent platform for CBT. There aren't a lot of examples out there yet, but here is one site that provides an online exam service using Flex:

You could distribute learning content in similar ways. I've seen a couple of other examples that looked like they handle this type of application well. Hopefully, this will get you started, realizing the potential of Flex based RIA's.
