Macromedia Flash Player has some security constrains. If you Flash Player is directly connecting to another domain and it doesn't find a crossdomain.xml there, no data excahnge would be allowed.

If you really want to consume a webservice and you don't have access to web-server (webservice's), you can consider using a server-side proxy script.

As long as I understand, standalone Flash player used to (in Flash Player 7 or before) allow this kind of communication. Not really sure of Flash Player 9, check out Security White paper available on Adobe website.
