Hi Jeremy,
You can do it by nesting the Panel inside a Canvas with an image:
<mx:Canvas width="100%">
<mx:Panel id="sample" title="Sample Panel" width="100%">
<!--content here-->
</mx:Panel>
<mx:Image right="10" width="22" height="22" y="4"
source="icon.gif"/>
</mx:Canvas>
The image will be placed on top of the panel wherever you specify..
