Yeah I know - I wanted to do the same thing - Flex seems to be locked into a "Top Down" approach when it comes to layouts...
With that said, to get my Application Bar to stick at the bottom, I set the "Bottom" setting to like 5 or 10, and then give it the appropriate height setting to accommodate your child controls. Sounds like an oversimplified answer, but that's how to do it as far as I can tell...
