I’m glad you asked. The best place is to file bugs or enhancement requests is through the Adobe support site at:

http://www.adobe.com/support/flex/

 

Close to the bottom, there is a link to “Feature requests” under the ‘Feedback’ heading. This will lead you to a form for bugs and feature requests. These requests get distributed within our qa team and logged as bugs internally. I would say this is the best way to get a request in.
