I do not think this behavior is possible to achieve with a current <mx:Image> implementation. <mx:Image> has mx.controls.SWFLoader under its hood, and SWFLoader has only one property of DisplayObject type - contentHolder. If contentHolder is not stretched to occupy 100% of the <mx:Image> control surface, e.g property scaleContent=false, contentHolder content is surrouned by the empty space.
