I'm not sure this will answer your question but have you looked at the framework ant builds in the frameworks directory. Maybe if you look at those you'll get a hint. Perhaps you have to include the Assets.swf as well?

I removed the framework.swc from my build and added the framework.source folder except i'm now getting compile errors that the mx.automation package is missing.
