Hi Mrinal, The article you found is for Flex Builder 1.0 and 1.5 which was built on top of Dreamweaver. Flex Builder 2.0 and 2.0.1 are brand new and are built on top of Eclipse. The Network Monitor is not a feature of Flex Builder 2.0 or 2.0.1.
Some people have mentioned that they use ServiceCapture (http://kevinlangdon.com/serviceCapture/) for this kind of thing.
