I found a sort-of solution, still working out the details....but I had the TileList heights set to 100%. I removed this attribute and set the rowCount to well over the number of rows in the actual dataset, and the scrollbars showed up. So it seems that setting 100% values on the TileLists creates problems in calculating the need for scrollbars.
