Solution:
Define the PHP script with headers like this:
header('Content-Type: text/html; charset=UTF-8;');
or in the Mail Script
mail($mailto, $subject,
$messageproper,
"From: From The\n" .
"MIME-Version: 1.0\n" .
"Content-Type: text/html; charset=UTF-8;");
