Hi, No, percentWidth and percentHeight are creations found only in the UIComponent class.
Flex is based from Containers which hold things 'inside' relative to each other. The AS3 Flash Play has display lists that hold DisplayObject 'on'. That being said having percentages in AS3 outside of the flex 2 framework would not make sense because there is no Container in the AS3 framework. I'm not talking about DisplayObjectContainer either just it has no idea that it's children even care about being sized . Now for the second answer.
