Basically (and this really hits on the obvious) deep linking is built 
into the technology.

I tend to agree. On the flip side of the coin there is a little abuse 
clause: if the deep link points to irrelevant information or points 
to a page that serves as a consumer advertisement, then this kind of 
deep linking "threatens to undermine the functioning of the Web as a 
whole".
