Thats what I used to create Panel with minimise button:

super.createChildren();
minimiseButton = new MinimiseButton();
minimiseButton.width = 16;
minimiseButton.height = 16;
minimiseButton.focusEnabled = false;
minimiseButton.visible = false;
minimiseButton.enabled = enabled;
minimiseButton.state = buttonState;
minimiseButton.addEventListener(MinimiseButton.STATE_CHANGED,
handleMinimisation)
titleBar.addChild(minimiseButton);
minimiseButton.owner = this;
}
Ater you do this you must realign that button within layoutChrome.

Theres a titleBar container within panel.
Best bet is to extended panel so you can frequently add, remove, position
this button as you wish.
