Flex SDK 2.0.1 Hotfix 2 will be out soon and will include a new WebService implementation that I hope will solve your issue as it better supports WSDL import and XML Schema import and include. (Note that in your WSDL below it imports another WSDL so we'd need that (any, well, any other imports and includes including schemas) to actually try this out... also, while your particular error occurs when initializing the WebService operations... if you want the test to also check that it can decode a typical response - capture that SOAP XML and add it to the bug too).
