let me try to rephrase what i understood from what you are asking.

you want to compile a css swf that contains skins (which are either png's or
swf's) and get them to compile into your css-swf and then when you load the
runtime style they are availible.

then yes. just use the embed directive in the css file.

(I know you can reference individual resources from a SWF file when
defining your CSS, but it would be great to just be given 1 complete file
from the artists, without having to manually update the CSS ourselves).
