Obviously, Flex cannot understand the excel file format natively. There may be ways to do what you want, but which way depends on many factors.
The first hurdle will be the location of the excel file. Flex, as a FlashPlayer/browser hosted application, cannot access the local client file system, so the excel file would have to be on the server. Does that fit your requirements?
