When it comes to live web cam feeds using Flash there are only a few options:
Flash Media Server
ElectroServer 4 (a week or two from release) www.electro-server.com

  You need streaming techs. Can I suggest you either looking to Windows 
Streaming, Quicktime, Flast Media server.
