A shell app would look something like:
<mx:Application ....>
<mx:SWFLoader source="someapp.swf" />
<mx:SWFLoader source="someapp2.swf" />
</mx:Application>
Use of TabNavigator/ViewStack, the visible property and other logic
should make it look like your HTML app?
