% doesn't necessarily avoid clipping it just requests to be a percentage of its parent. If the parent ends up at a certain size, it sizes the child and if the child cannot show all of its content in that size, will bring up scrollbars.

That actually isn't always true from what I've seen. If the content is set to something like 100% width then it doesn't clip but rather resizes the content. That's actually what I'm experiencing in this case because obviously if I have it set to be a percentage it shouldn't ever be clipping.
