I use the flexcoders web ui so I havent seen your attachment but I am the one Alex helped out last week. Assuming your issue is the same as mine, the problem is related to starting your drag by clicking in a textfield (Panel title). If you put an invisible DisplayObject over the titleBar and attach your drag handlers to that it should solve the problem.
