I ran wireshark back when I had this problem and it does in fact try to talk to the server.
I believe it messes up the ssl handshake in some fundamental way. Perhaps the server is expecting a continuation of the previous ssl session and flash is having that problem with firefox that makes a new session or something. in any case it returns almost instantly with an error, it does NOT try to send the file that you said to upload.
