Which component do you want to respond to the "releaseOutside" event; the one that received the mouse_down event or the one that received the mouse_up event?
In Flex you can listen to "mouse up" and "mouse down" and "Roll Out" mouse events. Can you simulate a "releaseOutside" with some combination of those? Can you elaborate on your use cases?
