we used flash ocx control to embed flash into a c# application and it worked well (but the way to that point was kind of painful). there are some 3rd party solutions that could work for tighter connection with local os, zinc for example. i haven't worked with it, but it seems like a nice tool - http://www.multidmedia.com/software/zinc/.
