Just to answer my own question, this looks like a known bug: https://bugs.adobe.com/jira/browse/SDK-11401
unfortunately its at the flash player level so I don't know the true resolution of the issue (will fix/wont fix/etc). I'm very curious how custom headers with an HTTP GET is working for you given that this seems to be a confirmed bug for everyone.
